Division, the catch benches will no longer be cleared and maintained and will be allowed to
return to the conditions of the surrounding landscape.
WRL lifts and mining benches will be capped with coarse blasted rock to encourage volunteer
vegetation and provide micro-climates for seed germinate prior to hydroseeding and protection
for tree tubelings to establish. South and west facing reclaimed slopes will be hydroseeded
during the spring and fall, as needed. Wood straw may be applied to seeded surfaces to
encourage vegetation germination and to retain moisture. Wood straw is further advantageous
during reclamation as it does not readily blow away during dry windy conditions. West and north
facing mined slopes will be planted with tree tubelings and native forest shrubs seed mix.
6.4.5(2)(b)
Post-mining land use will be either consistent with the current land use and land use of the
surrounding properties or will become a reservoir in the event of the need for water storage
infrastructure.
6.4.5(2)(c)
Reclamation will be conducted to the standards of Rule 3.1 and as detailed throughout this
Exhibit E.
6.4.5(2)(d)
In the flat areas (if Phase 4 and 5 mining does not occur) and the processing area at the end of the
mine's life, plant growth medium (previously stored in onsite berms) will be placed on all
surfaces to enhance the natural condition of the site (up to 2 to 6 inches plant growth medium). A
front-end loader and dozer will be used to place and distribute topsoil throughout the flat areas of
the site during final post-mining reclamation. Plant growth medium may be recovered from
onsite berms or by suitable amendment of late-phase mining fines.
Native forest shrubs to be planted are listed in Table 3.1. Tree tubelings will be planted on north
and east facing slopes; an example of tree species and rate of planting are shown in Table 3.2.
Native dry rangeland seed mix will be distributed at a similar rate as detailed in the example mix
Young Ranch Resource
February 2020 E-3
