EXHIBIT E RECLAMATION PLAN
1. General Reclamation Plan
6.4.5(1)
The total disturbed area to be reclaimed under this permit is 335.4 acres. The Young Ranch
Resource will mine a total of 324.7 acres across 469.7 permitted acres. Multiple post-mine
scenarios are presented, which may include construction of a water reservoir. Specific
reclamation plans can be viewed on alternate Maps F-1 (bench reclamation scenario) and F-2
(reservoir reclamation scenario).
To mimic the surrounding natural slopes and to create safe and suitable conditions for
revegetation, sloped quarry walls will be reclaimed to a 2H:1 V slope. Sporadic placement of
twenty-five-foot benches of intentional roughened faces, slopes, and cliff bands will be left to
resemble a natural cliff face. WRL slopes will be reclaimed to an overall 2.2H:1 V slope with 50-
foot benches and will be seeded with dry rangeland grasses with tree tubelings. Flat pads such as
the processing area and base of the mined quarry will be reclaimed at the end of the mine's life
by resurfacing and seeding with rangeland species.
6.4.5(2)(a)
Without mining Phases 4 and 5 (in a non-reservoir alternative), reclamation will be mixed forest
and rangeland with ancillary wildlife habitat benefits for the 469.7 permitted acres, emulating the
current land use (Map F-1). Post-mining land use will return the entire disturbed site back to one
of two pre-mine ecosystems: north and west facing slopes will include evergreen forest and south
and east facing slopes will be composed of dry rangeland with native grasses on all slopes.
Phase 4 and 5 mining and with a reservoir alternative, reclamation includes reservoir capacity in
either or both the western and eastern halves of the quarry (Map F-2). When filled to the
maximum water elevation of 7845', the western reservoir area has the capacity to store
approximately 5,300 acre-feet of water while the eastern reservoir area may store up to
approximately 6,200 acre-feet of water. Reclamation may include no reservoir, both reservoirs,
or a single reservoir. Final post-mine land use will be determined following consultation with
Central City.
Young Ranch Resource
February 2020 E-1
