Various mining alternatives are shown on Exhibit C maps; however, the preferred alternative—
realignment of the CCP and mining through Phases 1-5 —is detailed herein. The decision to
realign the CCP is dependent on the opinions of the Central City Council. If it is decided that the
CCP will not be realigned, the southern cliff face will remain intact as an extended wildlife
corridor and viewshed buffer to the operation. This area is marked by a blue rectangle on Maps
C-4—C-6, and F-1 and F-2.
Throughout every phase of mining, the south facing and most southerly face of the permit area
adjacent to the CCP will be left unmined excepting a small portion where the CCP will be
realigned (detailed discussion to follow). Independent of realigning the CCP, the proposed road
corridor may be used as an internal mining access road. The ridgeline buffer will serve as the
WC and will include multiple new wildlife mitigation structures that include a wildlife overpass,
wildlife fencing, and exit ramps (Appendix 2). The WC will remain for the full duration of the
mine life and will begin as an 81-acre area as shown on Map C-2. Following Phase 2 mining, the
WC will be expanded to encompass an additional 19.2 acres resulting in a final 100.2 acres of
unobstructed rangeland-seeded and forested wildlife habitat. Additionally, some of the Young
Ranch, LLC-held land west of the permit area in the SE 1/4 of Section 29, within Clear Creek
County, will continue to be maintained as mixed forest and rangeland thus creating a combined
140+/- acre corridor for wildlife migration along CCP between mile markers 0.5 and 2.5. It
should be noted that wildlife corridor outside of the proposed permit boundary is not intended to
be mined or included in the permit. Wildlife mitigation structures will also be installed along the
CCP north of the site entrance and along CCP mile markers 3-6. The WC, combined with
wildlife maintained Young Ranch, LLC land and additional structures north and west of the
active mining area, will represent extensive wildlife mitigation structures and wildlife habitat
preservation along the CCP.
The WC will rise to 8400-foot elevation north of and above the Parkway at its highest point and
will be 7700 feet in elevation north of the parkway at its lowest point and is shown on Maps C-2
and F-1. Within the WC, a 20-40-foot-wide wildlife overpass will be installed if prompted by the
realignment of the CCP. Wildlife habitat and structures are further detailed in Exhibit H:
Wildlife Information and Appendix 2. The resultant WC's 86 acres contain>70 million tons of
unmined metamorphic bedrock. This calculation includes mining the central portion of the
Young Ranch Resource {.,• ,,.h _, ,,.,,,a, ,,.
February 2020 D-2
