2.05.6 Mitigation of Surface Coal Mining Operation Impacts. <br /> In 2010, as part of PR-4, Bowie No. 1 will transfer 2,379 acres from their permit boundary <br /> to the Bowie No. 2 mine. In addition, Bowie No. 1 agrees that a portion of three Federal <br /> Coal Leases will be transferred to the Bowie No.2 Mine. This additional permit area and <br /> the Federal Coal Leases will be incorporated into the Bowie No. 2 permit, and will <br /> encompass some of the old workings developed from the Bowie No. 1 mine. The Bowie <br /> No. 2 Mine has agreed to assume any and all of the liability associated with the old <br /> workings that are encompassed by the Bowie No. 2 Mine permit boundary. Therefore, <br /> some portions of section 2.05.6 are no longer applicable as the liability has been <br /> transferred to the Bowie No.2 permit. <br /> (1) (a) See the Air Quality Appendix in Volume 9 for copies of the Emissions Permits. All of <br /> the emission permits have been cancelled but the permits are retained in Volume 9 for <br /> the sake of continuity. <br /> (b)Air Quality Monitoring <br /> At the Orchard Valley Mine, Colorado Westmoreland Inc. had two monitoring sites for high- <br /> volume particulate samplers (hi-vol). One of the stations was located near the mine haul road <br /> and the other was near the silo area (see Map 8A-8). Air samples were taken at these hi-vols <br /> every fourth day, per the Colorado Department of Health, Air Quality Control Division sampling <br /> schedule. CWI received summaries of fugitive dust quantities from this data which was compiled <br /> by Air Sciences, Inc. of Lakewood, Colorado and formerly by Marlatt and Associates of Fort <br /> Collins, Colorado. These reports are presented in the Climatology-High Volume Sampling <br /> Appendix in Volume 9, and are on file in the CWI office in Paonia, Colorado. <br /> As the monitoring data has consistently shown compliance with ambient air quality standards, <br /> the Colorado Department of Health, Air Quality Control Division, approved CWJ's request to <br /> discontinue the high-volume particulate sampling. See the Department of Health <br /> correspondence in the Air Quality Appendix, Volume 9. <br /> Up until 1979, CWI maintained a weather station in order to develop important baseline data. <br /> This station was located at the railroad wye southeast of the train loadout facilities and recorded <br /> temperature, wind speed, and direction. CWI received summaries of weather data compiled by <br /> Marlatt&Associates. <br /> Colorado Westmoreland Inc.'s Air Pollution measures for fugitive dust control are in compliance <br /> with 2.05.6(1). Mitigation measures for minimizing the impact of the mining and coal loading on <br /> the air quality are directed in four areas keeping all coal inside a controlled environment from <br /> the mine to the train, rapid reclamation of disturbed areas, general cleanliness of the mine <br /> operation, and if stockpiling of coal is necessary, implementation of special air control <br /> measures. <br /> MR-133 2.05-84 04/14 <br /> ,jVroyed <br />
