Attachment 20-2 and Landowner Letters are available in Attachment 20-2.1 of the Seneca <br /> IIW permit. <br /> Pond 005 is approved as a permanent impoundment(MR76), treating runoff from 285.6 <br /> disturbed acres draining to Dry Creek. <br /> Pond 006 is permitted as a permanent impoundment(TR77), and located in a watershed <br /> tributary to Hubberson Gulch. <br /> Pond 009,constructed in 1991 has been approved as a permanent impoundment <br /> (TR77).The pond treats runoff from a small disturbance within a 439 acre watershed area <br /> draining to Sage Creek. <br /> Pond 015 was constructed during the summer of 1999 in preparation for development in <br /> the Seneca IIW south extension area. The pond treats runoff from 29.5 acres of <br /> disturbance within the 407 acre watershed draining to Sage Creek. The pond is approved <br /> as a permanent impoundment through DRMS permitting action MR76. <br /> Pond 016 was constructed in the summer of 2000 in the Seneca IIW south extension area. <br /> The pond treats runoff from 382.2 total acres. Discharge from this pond flows to an <br /> unnamed tributary of Hubberson Gulch. This pond requires approval from the Division of <br /> Water Resources. <br /> Pond 017 constructed in the fall of 2002, treats runoff from a 955 acre watershed in the <br /> southern portion of the south extension of the permit area. The pond is located on upper <br /> Hubberson Gulch near the southwest corner of the south extension area. This pond <br /> requires approval from the Division of Water Resources. <br /> D. Acid forming and Toxic forming Spoil <br /> The applicant submitted detailed analysis of the geochemical characteristics of <br /> overburden and interburden found in the Seneca IIW Mine permit area. Initial drilling <br /> and geochemical sampling was conducted within the baseline study area prior to <br /> initiation of operations. Additional drilling and sampling was conducted within the south <br /> extension area in 1991. Until the 2003 approval of PR3, coal extraction was limited to <br /> the Wadge seam, and the initial baseline studies were focused on Wadge overburden <br /> assessment. Strata from the surface to immediately below the Wadge coal seam were <br /> sampled. Core holes were distributed across the Wadge recovery areas in both the <br /> original permit area and south extension area(Exhibits 6-6 and 6-6A). <br /> PR3 allowed for surface mining of the Wadge, Sage Creek, and Wolf Creek Seams <br /> within the South Extension area. Characterization and assessment of Sage Creek <br /> overburden,Wolf Creek overburden, and Wolf Creek underburden were based on chip <br /> samples collected from Monitoring Well WWCU-24, drilled into the Wolf Creek <br /> underburden near the western boundary of the south extension area in 2001 (Exhibit 7-1 <br /> A). In addition to the site specific geochemical data from WWCU- 24, Sage Creek/Wolf <br /> Creek overburden characterization and assessment included consideration of data for the <br /> same strata from the adjacent Yoast Mine permit area. <br /> Parameters sampled are listed in the permit application Volume 2,Tab 6. The permit <br /> application states that these parameters were used to document the physical and chemical <br /> properties of the overburden and underburden,in order to compare these properties to <br /> ground water quality, for use in determining potential reclamation success. <br /> The data obtained from the geochemical analyses were compared to criteria derived from <br /> State and Federal agencies (USDA, BLM, Wyoming DEQ, and others). The criteria used <br /> for comparison and relative degrees of suitability are listed in Volume 2, Tab 6, Table 6- <br /> Page 16 of 37 <br />
