16. The Division has contacted the Office of Surface Mining, Reclamation Fees Branch. As of <br /> this time, Seneca Property, LLC, the operator is current in the payment of reclamation fees <br /> required by 30 CFR Chapter VII, subchapter R(2.07.6(2)(o)). <br /> Section B Findings Required by Rule 4 <br /> I Roads Rule 4.03 <br /> The Seneca IIW Mine used three types of roads within the permit area. A number of <br /> haul roads were used to haul coal from the pit to the Hayden Station. Eight roads have <br /> been permitted to remain as permanent features: Access Road A that leads to the permanent <br /> facilities area, the oil well road in the B Pit area, G road in the north pit, Ridgeline <br /> Access Road which provides access to portions of the reclaimed area, J road that <br /> provides access from the southern end of A road to pond 016, a portion of Kroad that <br /> provides access the southern end of the permit and Pit 1,the access road to Pond 009, and <br /> the access road to Pond 015. A number of existing light use roads are used to gain access to <br /> monitoring facilities and reclamation areas. All roads within the permit boundary are <br /> depicted on Exhibits 12-2 and 13-2, and are discussed in Tab 13. <br /> A. Haul Roads <br /> Previously approved haul roads in the mine area include the Mine Entrance Haul <br /> Road (MEHR), and Roads A, G,H, I,J,K, and L. Mine Area haul roads are depicted <br /> on Exhibits 12-2, and 13-2. As-built certifications for haul roads not within the <br /> sediment control disturbed area, and the design plans for all haul roads, are presented in <br /> Tab 13. <br /> The applicant has proposed that haul road segments associated with the MEHR, and <br /> Roads A, G,H, J, and K be retained in reduced configuration for post-mining ranch <br /> roads, with other haul roads to be reclaimed to AOC and revegetated. Those road <br /> segments that have been reduced to a 20 foot travel width to replace preexisting <br /> ranch roads will be identified as access roads. The applicant has also proposed to <br /> retain the Ridgeline Access Road, to connect Road G with proposed permanent road <br /> segments in the reclaimed A Pit area and the South Extension Area, and the Oil <br /> Well Access Road. Several light use roads are also proposed for permanent <br /> retention. All currently approved permanent roads are shown on Exhibit 20-2 of the <br /> permit application package and have been reconfigured as Access Roads. <br /> B. Access Roads <br /> There are eight approved access roads in the Seneca IIW permit area; the MEHR, <br /> Roads, A, G, H, J, K, the Oil Well Access Road, and the Ridgeline Access Road. <br /> The Oil Well Access Road (approximately 0.3 miles in length) has been constructed <br /> across graded spoils in the B Pit area, to provide access from the Mine Entrance <br /> Haul Road near Pond 006 to the active oil well located adjacent to the reclaimed B <br /> Pit. The Ridgeline Access Road extends for several miles across reclaimed land to <br /> connect Haul Road G at the north end of the mine area to the existing road system <br /> providing access to the south extension area. Both the Oil Well Access Road and <br /> Ridgeline Access Road have been approved as permanent roads, and are depicted on <br /> Post-mining Topography Map Exhibit 20-2. <br /> 2. The Division proposes to approve the retention of the access roads depicted on <br /> Exhibit 20-2 since they are compatible with the approved post-mining land use, <br /> Page 13 of 37 <br />
