Robin Reilley, M.S, GISP, of the DRMS conducted the inspection and Miranda Kawcak <br />of MCM was present throughout the inspection. No adequacy issues were identified during the <br />inspection. On 5 November 2020, DRMS sent the SL5 bond release inspection report to MCM, BLM, <br />OSM and the Colorado State Land Board via electronic mail. <br />Map I: Bond Release Block and collected elevation points <br />II. CRITERIA AND SCHEDULE FOR BOND RELEASE <br />PHASE I <br />Under Colorado's Permanent Program, the process of releasing the reclamation bond for a mine site is <br />explained in Rule 3.03 and further described in the Division's 1995 Guideline Regarding Selected Coal <br />Mining Bond Release Issues. Rule 3.03.1(2)(a) states: <br />"Up to sixty percent of the applicable bond amount shall be released when the permittee <br />successfully completes backfilling, regrading, and drainage control in accordance with <br />the approved reclamation plan." <br />With regard to Phase I bond release, the approved reclamation plan for the Williams Fork Mines calls for <br />backfilling and grading to establish a stable configuration blending with the surrounding terrain and <br />includes the reestablishment of effective drainage.
