4.03 ROADS <br />4.03.1 HAUL ROADS <br />EC does not currently haul coal on any roads on the operations site. However, coarse reject and underground development <br />waste is hauled by 35 ton trucks over what is referred to on the Roads Map (Map 27) as the main haul road. <br />The main haul road has been certified by CTLrlhompson, Inc., an Engineering Consulting Group, to conform with <br />performance standards of 4.03. The certification document is presented in Exhibit 17, Road Certification. <br />In all cases, EC has and will design and constmct all roads to control or minimize erosion, siltation, air and water pollution, <br />damage to public or private property, and potential impacts on fish, wildlife, and related environmental values. <br />All culverts in place at EC have been designed by and the placing of such supervised by a qualified registered <br />professional engineer. All culvert design calculations are presented in Exhibit 18, Drainage and Sediment Control Plan. <br />4.03.2 ACCESS ROADS <br />Access [o the EC Mine site is provided by one (1) access road from State Highway 13. The access road meets all <br />performance standards of 4,03.3. <br />4.03.3 LIGHT USE ROADS <br />EC utilized a number of light use roads within its permit boundary. These light use roads are shown on the Roads Map <br />(Map 27). The light use roads are used for light vehicle access to environmental monitoring locations, topsoil stockpiles, <br />drainage and sediment control structures, portals, reclamation areas, bone yards, and survey points. <br />No new light use roads are currently planned. However, if it becomes necessary to develop any new light use roads, they <br />will be maintained to control or minimize erosion, siltation, air and water pollution, damage to public or private property, <br />and any potential adverse impacts on fish and wildlife and related environmental values. <br />4.04 SUPPORT FACILITIES <br />Numerous support facilities including the mine office, shop-warehouse complex, coal handling and loadout facilities and <br />other minor structures have been constmcted in conjunction with the mining operation. The locations of all mine related <br />facilities are shown on the Stmctures and Renewable Resources Map (Map 25) and construction and utilization of these <br />facilities are discussed in Section 2.05.3, Operation Plan -Permit Area. <br />All mine related support facilities have been located and designed in order to control and minimize erosion, siltation, air and <br />water pollution, damage to public or private property and potential adverse impacts on fish, wildlife and related <br />environmental values. Specific measures to limit the amount of mnoff from facility areas and collect and retain any mnoff <br />which does occur, are detailed in Section 2.05.6, Mitigation of the Impacts of Mining and in Exhibit 18, Drainage and <br />Sediment Control Plan. All mine related facilities will be constructed and maintained to ensure effective utilization and <br />prevent or limit any environmental degradation. Upon completion of mining and reclamation activities, all support facilities <br />with the exception of the roads addressed in Section 2.05.4, Reclamation Plan, will be removed and related disturbed areas <br />will be reclaimed by removing any gravel or other surfacing material, grading the areas to the post-mining configuration, <br />reestablishing drainages, scarifying [he surface, replacing topsoil material and reestablishing vegetation. <br />Permit Revision 04-34 4.01-2 Revised 7/2/04 <br />
