4.15.9 REVEGETATION SUCCESS CRITERIA: CROPLAND <br />Revegetation success for cropland disturbed by the EC operation will be determined on the basis of crop production from <br />the disturbed area compared to an approved reference area. Refer to Section 2.05.4, Reclamation Plan, for revegetation <br />success criteria details and the Vegetation Map (Map 20) for the locations of reference areas. <br />4.15.10 REVEGETATION SUCCESS CRITERIA: PREVIOUSLY MINED LANDS: AREAS TO BE <br />DEVELOPED FOR INDUSTRIAL OR RESIDENTIAL USE <br />Areas previously disturbed by mining and not reclaimed will be revegetated to provide a ground cover not less than that <br />which existed before redisturbance. Vegetative cover will be consistent with [he available topsoil or other suitable material <br />[o be utilized in the reaffected areas and will be adequate to control erosion. Refer to Section 2.05.4, Reclamation Plan, and <br />Exhibit 24, Williams Fork Strip Pit Reclamation Plan, for reclamation and revegetation details.. <br />4.16 POSTMINING LAND USE <br />4.16.1 GENERAL <br />Implementation of the detailed reclamation plan presented in Section 2.05.4, Reclamation Plan, will result in a topographic <br />configuration, vegetative cover, and overall environmental values which represent a significant enhancement when <br />compared with pre-mining conditions presently existing in this area. These significant enhancements include:l) regrading <br />and revegetation of the Old Shop Near the SA Portal, 2) backfilling and revegetation of the SA portal area (old, abandoned <br />strip pi[ highwall), and 3) backfilling and revegetation of the No. 5 portal area (previously disturbed mining area). <br />These areas were disturbed prior to the enactment of present day Federal and State coal mining reclamation regulations. As <br />such, they were never reclaimed. As part of the comprehensive reclamation plan to be instituted by EC, these areas will be <br />resumed to a beneficial use. <br />4.16.2 DETERMINING PRE-MINING USE OF THE LAND <br />EC reviewed old topography maps and aerial photographs to assist in determining the pre-mining use of the land. There <br />were four (4) pre-mining land uses noted: I) rangeland/wildlife, 2) cropland, 3) pastureland (hayland), and 4) mined land. <br />Portions of the "mined lands" have been re-disturbed by EC. The pre-mining land uses are shown on the Pre-Mining Land <br />Use (Map 3). <br />EC will use sound management practices consistent with local land use methods for each of the post-mining land uses. <br />The three (3) post-mining land uses will be: 1) rangeland/wildlife, 2) cropland, and 3) pastureland (hayland). The post- <br />mining land uses are shown on the Reclamation Plan Map (Map 29). <br />4.16.3 PRIOR TO RELEASE OF LANDS FROM THE PERMIT AREA IN ACCORDANCE WITH 3.03.1 (2). <br />EC plans to restore all areas disturbed by mining and related operations in a timely manner to a condition consistent with <br />the post-mining land uses. As presented in Exhibit 26, Letters to Land Owners, the various landowners received letters <br />notifying them of the planned post-mining land uses. <br />4.17 AB2 RESOURCES PROTECTION <br />EC has employed fugitive dust control measures in conjunction with all phases of the mining and related operations.
