44 <br />approximately 7610 feet AMSL as shown on Map 24 -Refuse Area. Two RDA <br />extensions are necessary to reach the full storage volume of the RDA. In 2011, <br />a 2000 -foot long, 36 -inch wide rigid conveyor was installed at the end of the <br />existing refuse conveyor to bring the belt up to an elevation of 7645 feet <br />AMSL. The conveyor was placed in an 80 -foot long, 10 -foot diameter steel <br />tube, where it crosses over the east perimeter riprap ditch, to eliminate the <br />accumulation of belt dribble in the riprap channel. Two 150 -foot long radial <br />stackers and a 500 -foot long portable belt are used in series to spread the refuse <br />over wide areas on the active bench. An extension on the primary belt will be <br />added from the 7550 -foot elevation up to the 7750 -foot elevation. Refuse will <br />be stockpiled at this location until it is hauled to the active bench for final <br />deposition. The pile will consist of a maximum of 30,000 tons. The daily <br />working pile quantity will vary from the maximum capacity to zero. The grade <br />of the conveyor is approximately 14 degrees, which corresponds to 25%. <br />Refuse on the active bench is spread, placed, and compacted to 90 percent of its <br />maximum dry density to prevent spontaneous combustion and to provide the <br />strength required for stability of the coal mine waste pile. Dry densities are <br />determined in accordance with AASHTO T99-74, Standard Proctor. <br />Compaction can be performed with a variety of equipment. The compaction <br />specification may be attained by wheel -rolling the coalmine waste with a front- <br />end loader or water truck. A self-propelled soil compactor may be used such as <br />a Cat 815 or 825. Alternatively, a pull -behind sheepsfoot roller may be <br />utilized. Any equipment that can compact the coal mine waste and achieve the <br />compaction specification may be utilized. The placing and spreading of the <br />coalmine waste will be started at the lowest point of the foundation. The <br />coalmine waste will be keyed into natural ground. Materials will be spread in <br />approximately horizontal lifts no more than 24 inches thick, and such lifts will <br />be made uniform over long stretches. Each lift will be moistened or dried to <br />uniform moisture content suitable for maximum compaction. Compaction will <br />be carried to the edge of the fills so that the final slopes are firm. The pile shall <br />be graded in a manner to avoid runoff over the face of the pile and/or ponding <br />of water. <br />Compaction tests will be taken frequently and location of not less than one per <br />every other layer, at random locations across the pile. Test locations and <br />results will be reported to the Division in the appropriate construction reports. <br />The coal mine waste pile area will be inspected, on a quarterly basis, for <br />stability by a qualified registered professional engineer or another qualified <br />professional specialist experienced in the construction of earth and rock fill <br />embankments, under the direction of a qualified professional on a quarterly <br />basis. Inspections shall include such observations and tests as may be <br />necessary to evaluate the potential hazard to human life and property, to ensure <br />that all organic material and topsoil have been removed and that the proper <br />construction and maintenance are occurring in accordance with the approved <br />Section 2.05 RN -6 10/17/2016 <br />
