Cox 187 <br />Craig, CO 81626 <br />Dear Ms. Perkins: <br />The Little Snake Field Office (LSFO) received Trapper Mine, Inc.'s (TMI) request for a <br />modification to their existing Resource Recovery and Protection Plan (R2P2). LSFO has <br />reviewed TMI's R2P2 modification request seeking approval to mine an additional <br />915,600 tons of H, K, and Q seams by highwall mining methods in lease C00079641 <br />L dip pit. <br />The proposed operations comply with the Mineral Leasing Act of 1920, as amended, the <br />43 CFR Subpart 3482 requirements for Resource Recovery and Protection Plans, and the <br />terms of the LMU. We also find that the mine plan for recovery of recoverable coal <br />reserves will achieve Maximum Economic Recovery (MER). The highwall mining <br />recovery is estimated to be 42%, which exceeds the required 30% recovery per <br />performance standards at 43 CFR § 3484.1(e). No underground mining from the highwall <br />or outcrop is contemplated for the foreseeable future. <br />The R2P2 conforms to the BLM's land use plan for the Little Snake Field Office and is in <br />harmony with the management objectives to maximize the availability of the federal coal <br />estate, and to facilitate orderly, economic, and environmentally sound exploration and <br />development of the coal resource. <br />INTERIOR REGION 7 • UPPER COLORADO BASIN <br />COLORADO, NEW MEXICO, UTAH, WYOMING <br />
