Mining and Safety <br />Department of Natural Resources <br />Memo <br />To: <br />Zach Trujillo <br />From: <br />Janet Binns <br />Date: <br />January 4, 2021 <br />Re: <br />Colowyo Mine, C1981-019, TR143 Adequacy Response Review <br />I have reviewed Colowyo Coal Company's (CCC) response, dated December 22, 2020, to the <br />Division's second adequacy review, dated December 14, 2020, for technical revision, TR143. <br />Review of CCC's response and revised TR143 pages finds that the operator has adequately <br />addressed the concerns that I had identified in my December 10, 2020 memo to you. I am <br />restating the concerns identified in the Division's second adequacy letter dated December 14, <br />2020, with the operator's response in italics. <br />1. Section 4.15.6 Field trial. The proposed TR143 text summarizes the tall shrub/aspen test <br />plots. Although the trial had unfavorable results, The Division contends that there may <br />be value in maintaining the details of the X-Pod field trial in the permit. The previously <br />approved Section 4.15.6 may be appropriate to retain in a historic appendix. <br />CCC chooses not to include the details and methodology of the tall shrub/aspen test plot <br />field trials in the permit. The operator states that the information will be retained at <br />Colowyo's office, and results have been previously submitted to the Division via annual <br />reclamation reports. This response is adequate. No further response is needed from the <br />operator. <br />2. Please provide more detail regarding fencing of the New Field Trials. What kind of <br />fencing is planned? Will the fencing be designed to exclude elk? Will the fencing <br />exclude rabbit and other small herbivores? How long will the fencing be maintained? <br />What is the plan for fencing removal? <br />The operator has provided additional detail regarding fencing of the New Field Trial plots <br />in Section 4.15.6, p. 4-41. This response is adequate. No further response is needed <br />from the operator. <br />3. Please provide detail on how mycorrhizal inoculation will occur. Does CCC have any <br />detail on this part of the plan? <br />The operator has provided additional detail regarding incorporation of native soils <br />potentially containing desired mycorrhizal sources into the New Field Trial plots in <br />
