The tank will have <br /> secondary containment in the form of double walls. All equipment onsite will have onboard <br /> diesel tanks in full secondary containment. Full secondary containment has 110%of the volume <br /> of the tank that is in it. A truck scale and scale house will also be located onsite,near the access. <br /> The fuel tank will be located next to the scale house. <br /> 2. General Mining Plan—Method of Mining <br /> Mining at Mystic Soil will be conducted in a single phase. Mining will be from south to north <br /> and will entail the excavation of four pits. These pits will be converted to recreation fields as <br /> their final use. Maps C-2 and C-3 show the extents of mining and cross sections of the mining <br /> and reclamation plans. The total affected area will be 319.8 acres and the total disturbed area will <br /> be 115.9 acres as is shown on Map C-2. Crushing and screening of excavated material may take <br /> place onsite. No asphalt or concrete will be manufactured onsite. A truck scale and scale house <br /> will be installed onsite. No permanent plants of offices will be built onsite. <br /> Explosives will not be used at this site. <br /> 2.1 Mining Buffers and Limitations <br /> Throughout the mine life the setbacks shown on Map C-2 will be maintained. Setbacks include <br /> those from Highway 17, County Road B, County Road 62, and Lateral 47, a ditch that is part of <br /> the Farmers Union Canal system. Stormwater control berms and stockpiles will be present during <br /> mining,but removed during reclamation. Additionally,the excavation of topsoil and overburden <br /> from the site will create storage volume for storm and flood events onsite. <br /> 3.
