EXHIBIT D MINING PLAN <br /> 1. Introduction <br /> The following is the mining plan for the proposed Mystic Soil operation by permittee Colorado <br /> Gators Inc. It is anticipated that some material will be sold directly after being excavated, and <br /> some material will be mined and stored at the Mystic Soil site before being sold and transported <br /> offsite. There is sufficient topsoil and overburden onsite to successfully reclaim the site to its <br /> final condition of a recreational facility and industrial/commercial area. No material processing, <br /> asphalt or concrete manufacturing will take place onsite. <br /> 1_1 Pre-Mining and Topsoil Stripper <br /> The site of the proposed Mystic Soil is currently rangeland/shrubland(see Map C-1). Prior to <br /> beginning activities on the site,the boundaries of the affected area will be clearly marked. Signs <br /> and markers will be posted at the mine entrance listing the name of the Operator, Colorado <br /> Gators Inc, and the operation name, `Mystic Soil'; a statement that a reclamation permit for the <br /> operation has been issued by the Colorado Mined Land Reclamation Board; and the DRMS <br /> permit number. Access to the site will be constructed in the southeast comer of the permit area <br /> (Map C-2). This access will remain following reclamation. internal access roads will be <br /> constructed along the northern and eastern parameters of the site. These temporary roads will be <br /> reclaimed at the end of mining activities. Map C-2 shows the full mining extents; Map C-3 <br /> shows cross-sections of the operation. <br /> Topsoil and overburden will be stripped at Mystic Soil and placed in stockpiles and berms. <br /> Mining of material at Mystic Soil is exclusively sand and soil for offsite sale. The final <br /> reclamation plan for each pit is use as a field covered with artificial turf and an <br /> industrial/commercial site. No soil will be salvaged from the pits. The stockpile area to the east <br /> of the pits will see its topsoil salvaged and stored in stockpiles for the purpose of reclamation of <br /> that area. No mining of product will occur in the topsoil stockpile area. <br /> Temporary stockpiles of overburden or topsoil required for reclamation will typically be less <br /> than 20 feet in height. Temporary stockpiles will be located in the designated area shown on Map <br /> C-2.
