EVALUATION. <br />Part of application/document reviewed: <br />2020 Spring and Seep Survey <br />(1) Citation of applicable regulations: <br />30 CFR 784.14 Hydrologic Information <br />(2) Evaluation of compliance with the requirements of the applicable regulations: <br />GCCE submitted a spring and seep survey in support of a permit revision application to expand <br />the permit area an additional 2,462 acres. The operator was notified in response to their <br />September 2019 application that they were required to conduct a new spring and seep survey <br />along East Alkali Gulch which would encompass the proposed permit area expansion. <br />Specifically, the following deficiency was highlighted: <br />30 CFR 784.14(h) and 784.14(i) require a permit applicant to submit groundwater and <br />surface water monitoring plans, respectively, which provide baseline data to compare <br />PHC predictions and downstream/downgradient water data to monitor parameters <br />relevant to the post -mining land use and applicable water quality standards, and capture <br />downstream/downgradient water data of poten(ially impacted streams and strata. The <br />groundwater monitoring includes 9 new wells and captures baseline conditions and <br />information on all applicable hydrologic units which could be affected by mining <br />operations, upgradient and downgradient. However, GCCE has not provided any <br />information on springs and seeps in the revised permit area.
