The following constructed drainage corridors were requested in the SL8 bond release. YPM3-2 YPM4 YPM4-2 YPM20 YPM6-2 YPM6-3 YPM7 YPM7A YPM8 YPM13 No shrub plots were included in the SL8 bond release request. Table 2 below tracks the permanent shrub plots,their acreages and the bond release status of each feature. The substation was constructed to provide electricity to the mining equipment and facilities during the mining process. The substation is privately owned by the Yampa Valley Electric Association (YVEA). Both the powerline and substation were retained as permanent features in support of the post-mining land use as part of Technical Revision 37 (TR37). The YVEA powerline corridor was released with SL6 (Phase III) in 2018. The substation pad (Phase I released with SL6) constitutes approximately 0.46 acres and was approved as a permanent feature. The topsoil in topsoil stockpiles I and C were requested in the SL8 bond release application. The soil in the stockpiles was to be redistributed on Haul Road B. Since this area was approved for permanent retention,this topsoil was not needed for reclamation. Release of the parcel 60 topsoil stockpile associated with Pond 10 was also requested. The vegetation present on the existing topsoil stockpiles is consistent with the approved post-mining land use. Bond Release Parcels The SL8 application requested a partial Phase 11 bond release on 193 acres. All areas have received Phase I bond release. Backfilling and grading occurred across the site between 1997 and 2007, generally within 180 days following coal removal. Topsoil replacement and revegetation of the SL8 bond release parcels took place between 1997 and 2013. For topsoil replacement details please see SU bond release documents. Bond Release Inspection The SL8 application was deemed complete as submitted by DRMS on June 18, 2020. The Division conducted a bond release inspection on 22 July 2020. The site inspection was conducted in accordance with Section 3.03.2(2). The Division notified the operator, surface owners, Bureau of Land Management (BLM),the Office of Surface Mining (OSM), of the inspection via certified mail.
