Brock Bowles flew and photographed the site. The photographs were inspected by <br />Leigh Simmons. <br />PROCESSING WASTE/COAL MINE WASTE PILES — Rule 4.10 and 4.11 <br />Drainage Control; Surface Stabilization; Placement: <br />Coal processing waste had been temporarily stockpiled on the RPE. The road to the RPEE was covered <br />with snow, and it appears as though no waste had recently been transported to the pile. Both waste piles appeared <br />stable. <br />SUBSIDENCE — Rule 4.20: <br />No work was in progress at the confluence of South Prong Creek and the North Fork of South Prong <br />Creek, and it appeared that all equipment had been demobilized.
