Frank Ferris of ERMR accompanied the inspection and represented the Operator. <br />Covid-19 protocols were followed. The site is in final reclamation, and was not active the day of the inspection. <br />The weather was clear and dry, as the region continues to experience drought conditions. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />Both Pond No. 1 and Pond No. 2 were dry. All ditches leading to the ponds were clear and in good <br />condition at the time of the inspection. The inlet structures were observed and no signs of erosion or head cutting <br />were noted. Pond No. 2 and it's inlet structure can be seen in Photos One and Two. <br />The liner of the inlet structure of Pond No. 2 has had a small hole punctured in it, likely by wildlife crossing. The <br />hole is not in the main flow path but is located on the southern side of the lined structure. No loss of containment <br />of surface waters, or erosion was noted however the Operator should repair the hole at the earliest convenience. <br />Pond No. 2 can be seen in Photo Three and Five and the hole in the liner can be seen in Photo Four. <br />SUPPORT FACILITIES - Rule 4.04: <br />The silt fencing that has been installed in two separate locations along the perimeter of the facilities area is <br />in good condition and appeared to be functioning as designed at the time of the inspection. No signs of increased <br />erosion since the installation was noted. No problems were identified at the former facilities area. <br />TOPSOIL — Rule 4.06 <br />Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4: <br />All topsoil stockpiles were observed during the inspection. The southwest stockpile has been disced and <br />seeded but no significant signs of new growth has emerged. The remaining piles are well vegetated and were <br />stable at the time of the inspection.
