COLORADO
® / Division of Reclamation,
il0- Mining and Safety
Department of Natural Resources
Date: November 6, 2020
To: Tabetha Lynch
CC: Jason Musick
From: Zach Trujillo
RE: Foidel Creek Mine, DRMS File No. C-1982-056
Foidel Creek Mine TR-94 Adequacy Review Memo
Tabetha,
As requested I have reviewed Foidel Creek Mine's (Foidel) adequacy responses for TR-94. TR-94
proposes to update the Foidel PAP to include modifications to the Coal Refuse Disposal Area (CRDA)
due to surveying errors with the construction of the second lift. During my original review, I requested the
following information to be provided:
• Soil properties used in the geotechnical analysis used for the proposed modified CRDA.
• Information that shows where the profiles used in NWCC's geotechnical analysis are located for
the proposed modified CRDA.
In Foidel's response, they included the report "Geotechnical and Hydrologic Investigation Coal Refuse
Disposal Area Expansion" dated June 16, 2009 (the Report). The Report is the geotechnical investigation
with the currently approved configuration of the CRDA. In the Report, soil properties were provided
along with the location of the profile used in the slope stability analysis. The soil properties have been
reviewed and are within reasonable ranges and acceptable values. The profile used in the slope stability
analysis is considered to be at the critical area for the previously approved configuration of the CRDA
and is still applicable for the currently proposed CRDA configuration. With the Report, Foidel has
provided all the above mentioned information requested. At this time, I have no further concerns or
comments for the proposed TR-94. This concludes my review of Foidel's TR-94 and if you have any
questions, feel free to contact me.
Sincerely,
 -ffla
Zach Trujillo
Environmental Protection Specialist
(303) 866-3567 ext. 8164
Foidel Creek Mine TR-94 Memo
November 6, 2020
1313 Sherman Street, Room 215, Denver, CO 80203 P 303.866.3567 F 303.832.8106 http://mining.state.co.us
Jared S.
