a one -tailed "t" test. <br />Species Diversity: <br />To meet the requirements of the final revegetation success criterion for species composition, <br />species composition on any reclaimed area shall be such that there are at least three perennial <br />species of which two are cool season perennial grasses and one is a cool season perennial forb. <br />No one component of the above three species should comprise greater than 40% relative cover <br />nor less than 3% relative cover, during a given year's quantitative sampling. Vegetation species <br />that may be used in the calculation of species composition may be any plant species not defined <br />as a noxious or prohibited plant species, and may be native or introduced. <br />III. OBSERVATIONS AND FINDINGS <br />PHASE III <br />The sites in the SL-11 partial Phase III application previously received Phase I and Phase II bond <br />release with SL-03 and SL-04 respectively. <br />Vegetation sampling to support the SL-11 application was carried out between July 6-13, 2015 <br />and between June 11-15, 2018, by Savage and Savage Environmental, Inc. Seeding of the <br />parcels included in the SL-I I application took place in 2006 (or earlier), as such, the sampling <br />schedule satisfies Rule 4.15.7(5) which requires the demonstration of successful revegetation for <br />at least two of the last four years of the liability period, and that sampling not be initiated prior to <br />year nine of the liability period. <br />Details of the sampling procedures are given in the vegetation reports included with the SL-11 <br />application packet. The design of the field sampling project accounted for the fact that reclaimed <br />land was spread over 18 disconnected parcels of between 0.3 and 4.0 acres in area. Sample <br />adequacy was statistically demonstrated following the method specified in Rule 4.15.10(2)(a). <br />The data presented in the SL-11 application packet shows that the revegetation success criteria <br />were satisfied. <br />Total vegetative cover (64.40% in 2015 and 56.20% in 2018) exceeded the standard (90% of <br />53.04%) <br />Total herbaceous production (238.1 g/m2 in 2015 and 201.32 g/m2 in 2018) exceeded the <br />standard (90% of 180.38 g/m2) <br />Species diversity (four cool season perennial grasses and four cool season perennial forbs <br />with 3-40% relative cover in both 2015 and 2018, as well as single woody plant species <br />satisfying the same criterion in 2018) exceeded the standard (two cool season perennial <br />grasses and one cool season perennial forb with 3-40% relative cover, not including noxious <br />weeds) <br />The SL-11 inspection took place on June 3-5, 2019.
