Exhibit C
1. Describe details of the fence to be installed. Material type, installation method, areas to be
placed,total length, etc.
Please note this has been revised after meeting with BLM following meeting with DRMS.
The fence is to be constructed of steel rebar, steel t-posts, and smooth (non-barbed) wire; and
will be constructed around the main Area of Disturbance, Soil and Waste Rock piles for public
safety. Additional Safety fencing may be used temporally around Project areas during
operational phases (but not reclamation phases)for safety.
Fence installation will consist of 5'6" tall#5 Iron Rebar or steel "T" posts driven 1.5 foot into the
ground (installed via portable rotary hammer drill and/or manual post driver), and 3 strands of
non-barbed steel wire installed at the intervals detailed below, using standard fence wire clips.
Yellow/black vinyl cautionary signs will be added between the upper 2 strands for visibility to
people and animals at 30 feet intervals. Two gates consisting of 4-foot x 8-foot cattle wire mesh
(2" x 4") panels mounted to a 4x4 wood and rebar frame will be added to allow access. Signage
(as required by MSHA) will be attached to the fence at mine entrance, key access points, and
high visibility sections of the fence.
The public safety fence around the upper area is 498 feet in length.
The public safety fence around the lower area is 204 feet in length.
*BLM would like 2 "connecting"fences added to enclose the area but not affect visual impact
from bottom of ridge. They are implying that MSHA may require this, so we need to account for
it NOW!
The public safety fences to do this will be 288 feet and 146 feet in length
Total length of all fence (plus 10%) = 1250 feet=0.04 acres
An UPDATED fence map has been added within this Exhibit C
The additional Mine Safety fences that will be added are within designated Project Areas to
cordon off areas above pits, high walls, etc; will be installed using#5 steel rebar drilled directly
into the bedrock below reclamation "lines" via portable rotary hammer drill to the depth of 18
inches. Steel "cattle panel" 2" x 4" mesh fence will be wired directly to the#5 rebar.
Our public safety fence design based on input from the BLM Wildlife Staff. It will be 3 strands of
non-barbed wire. Lowest strand will be at 16" above ground - Middle Strand will be at 29"
above the ground—top wire will be at 42" above the ground (a merge of both of their designs
shown below)
Here are the 2 examples they gave us:
From: Plank, Heidi<hplank@blm.gov>
Date: Tue, May 1, 2018 at 11:43 AM
