Castle Aggregate <br /> 549 East Cucharras,Street Colorado Springs, CO 80919 Ph:719-598-0215 Fax:719-598-3053 <br /> The purpose of this amendment is to end the mining phase of the pits to a reclamation phase where the <br /> excavation as will be converted to water storage.The current permit holder,Continental Materials,is ending their <br /> participation in the mining Business.As part of that exit we have created a potential sale of the pits to Colorado <br /> Water Protective and Development Association to construct a water storage project on the banks of the Arkansas <br /> River for use by their members. <br /> 1. Establishing Post Land Use:The land will be repurposed to construct two pits for water storage along the <br /> Arkansas River. <br /> 2. Reclaiming Substituted Lands: Operator is not substituting previously mined land to reclaim in lieu of this <br /> land <br /> 3. Time Limit:The affected land will be reclaimed within five years of the amendment approval date as <br /> issued by the Colorado Division of Reclamation of Mines and Safety. <br /> 4. Public Use:The operator will not allow public use after reclamation. <br /> 5. Reclamation Measures:As Follows: <br /> Phase 2 Year one <br /> Phase 2 will be regraded and reseeded the existing areas surrounding Phase 2.This will require a motor grader to <br /> reestablish the topsoil contours in areas that have slumped or eroded from the required 3:1 slopes along the <br /> perimeter of the pit.After regrading has established the proper slope,a tractor pulling the drill seeder will plant <br /> the approved seed mix in the topsoil at the appropriate depth. <br /> Phase 1 Year two three four and five <br /> Dewatering Phase 1 will be completed using onsite pumps or future pipe outlets to remove the water currently <br /> contained in the excavated area.This water will be pumped into the Arkansas River as managed by CWPDA.Once <br /> the floor of phase 1 is dewatered,the excess materials in the northwest corner of phase 1 and the fines materials <br /> in the floor will be used to construct 3:1 slopes along the perimeter of the excavations as shown in Drawing####. <br /> This will meet the stability requirements of the permit and allow for the excavation to be refilled with water from <br /> CWPDA. Once the newly sloped pit is filled the perimeter area will be top soiled,graded,and reseeded to establish <br /> the vegetation.The planting method will be the same as Phase 2. <br /> Phase 7 Year one and two <br /> The areas of phase 7 that are currently excavated below the water table as shown in Map####will be backfilled to <br /> the elevation of the fields as they existed prior to mining.Once this back fill has established the prior elevation <br /> 6inches of topsoil shall be spread over the area and reseeded as described in the prior areas.Grading will be <br /> constructed to allow for the drainage of runoff back to the river and prevent exposure of ground water at high <br /> water events. In the event of water being exposed to evaporation for more than 72 hours the CWPDA group will <br /> either pump the area to return the water to the river or account for a substitute release of the equivalent amount <br /> of water in their system. <br />
