INTRODUCTION <br />Metcalf Archaeological Consultants, Inc. (Metcalf) has completed an intensive cultural <br />resource inventory for Trapper Mining, Inc. in Moffat County, Colorado. The surveyed area is <br />located in the 6th PM, Township 6N, Range 91 W, sections 27, 28, and 34 on state lands managed <br />by the Colorado State Land Board Surface and Coal Lands (CSLBSCL) (Figure 1). <br />The project encompasses three parcels in the proposed Permit Revision #10 (PR 10) <br />2020-2021 disturbance area within the state coal lease boundary. The area of potential affect <br />(APE) is the inventory area. Inventory covered 163 acres. <br />The investigations reported here are required under Section 106 of the National Historic <br />Preservation Act of 1966 (as amended) (NHPA) because the proposed project involves federal <br />approval. The Colorado Division of Reclamation, Mining and Safety (DRMS) consulted with <br />the Colorado Office of Archaeology and Historic Preservation (OAHP) and determined these <br />areas would need to be inventoried for cultural resources. The cultural resources inventory was <br />completed to meet the requirements of the DRMS, the Office of Surface Mining (OSM), and the <br />CSLBSCL. This report facilitates the OSM's compliance with Section 106 of the NHPA and <br />other applicable federal and state legislation and regulations by providing information on the <br />presence of cultural resources, recommendations about resource eligibility to the National <br />Register of Historic Places (NRHP), and recommendations for Section 106 findings pertaining to <br />effect when historic properties are present. <br />Fieldwork for this project was conducted from August 24 to 26, 2020, by Metcalf <br />archaeologists Kelly J. Pool, Daan Meens, and Jasmine Saxon. Jesse Clark and Jessica Ericson <br />prepared field and report maps and created GIS data shapefiles for the project. Ronald Rood <br />served as the Principal Investigator. Metcalf conducted all work under the terms of the <br />company's State of CO permit #77485 (exp. 2/28/2021). All field documentation, maps, and <br />digital images for this project are on file with Metcalf. No artifacts were collected. <br />ENVIRONMENT <br />TOPOGRAPHY AND GEOLOGY <br />The project area is in the Southern Rocky Mountains province of the Rocky Mountain <br />System division (Fenneman 1946). Specifically, the project area is located immediately south of <br />the town of Craig and one to two miles north of the Williams Fork Mountains, at elevations <br />ranging between 6,360 and 6,600 ft. The Yampa River is two to three miles northwest of the <br />project area, and the area drains north and northwest to the river through Big Bottom. <br />Specifically, the parcels are located in areas ranging from plains and gentle slopes that have been <br />previously cultivated to rolling sagebrush -covered hills (Figure 2, Figure 3). <br />The bedrock geology of the area is homogeneous and consists of Tertiary -aged <br />sedimentary sandstone and siltstone of the Browns Park Formation west of the Park Range <br />(Tweto 1979).
