COLORADO <br />Division of Reclamation, <br />Mining and Safety <br />Department of Natural Resources <br />September 29, 2020 <br />Kurt Blunt <br />Blue Mountain Energy, Inc. <br />3607 County Rd. 65 <br />Rangely, CO 81648 <br />RE: Deserado Mine, C-1981-018 <br />Minor Revision No. 178 Second Adequacy Review <br />Dear Mr. Blunt, <br />The Colorado Division of Reclamation, Mining and Safety (the Division) received the <br />Deserado Mine's responses to the Preliminary Adequacy Review for Minor Revision No. <br />178 (MR-178) on September 16, 2020. The Division has completed its adequacy <br />review of the responses and has the following comments: <br />Rule 4.05 and 4.10.3 — Hydrolo2ic Balance and Water Control Measures <br />Hydrology for RP -A and Pond (Illustration 60) <br />In Table 1 of the addendum (page 2), there appears to be a mistake. For the 100-year <br />flow for the pre MR-178 results, the value should be 77 cfs, not 79 cfs. This is based on <br />the approved Illustration 60 in the PAP. <br />2. In the approved Illustration 60, there is a discussion of how Red Wash Reservoir 92 <br />reduces settleable solids concentrations to below the permitted limit of 0.5 ml/L. This is <br />an important discussion. However, it is not included in the proposed Addendum 1. This <br />discussion should be retained. <br />3. On proposed Map 162, the drainage ditches on the side of RP -A are not illustrated in <br />Cross Section A. They should be shown on this section. <br />This concludes the Division's second adequacy review for the Deserado Mine's Minor <br />Revision No. 178 Application.
