Compliance With Mine Plan N - Support Facilities Not On-site <br /> R -Other N - Special Categories Of Mining <br /> N -Processing Waste N -Topsoil <br /> COMMENTS <br /> This was a partial inspection by Leigh Simmons of the Colorado Division of Reclamation,Mining and <br /> Safety(Division).The inspection was accompanied by Doug Smith of Oxbow Mining,LLC. (Oxbow).The <br /> weather was warm,dry and clear,with a little smoke from wildfires in the air. <br /> No new reclamation or surface disturbing activity had taken place at the mine since the last inspection. <br /> The continued hot,dry weather meant that vegetation around the site was very dry. Elk Creek was dry,the <br /> reclaimed channel appeared to be in good shape and the banks on either side appeared stable.The temporary <br /> diversion ditch on the west side of the channel was well defined. <br /> OTHER(SPECIFY): <br /> Equipment and materials belonging to Vessels Coal Gas,Inc. (Vessels)had been stored on the upper pad <br /> in the Elk Creek drainage,outside of the fenced area enclosing their facilities. Of particular note was the <br /> connection of some Vessels equipment to a utility borehole in communication with mine workings between the <br /> portal seal and the internal mine seal,and the storage of 6 poorly identified bulk storage containers.Mr Smith <br /> established with Vessels employees that the liquid in the containers was used oil which was due to be picked up <br /> for removal from the site at the end of the week, and requested that the contents of such containers be more clearly <br /> identified in the future. <br /> DOCUMENTS RECEIVED <br /> N/A <br /> OTHER(SPECIFY) <br /> N/A <br /> ENFORCEMENT ACTIONS/COMPLIANCE <br /> No enforcement actions were initiated as a result of this inspection,nor are any pending. <br /> Number of Partial Inspection this Fiscal Year: 2 <br /> Number of Complete Inspections this Fiscal Year: 1 <br /> Page 2 of 5 <br />
