9 in the adjacent comparison area with 90 percent statistical confidence. <br />Evaluation of cover success in the areas reclaimed as rangeland will be as follows. Upland <br />reclaimed sites will be compared to the rangeland (low sagebrush) reference area established <br />for vegetation success evaluations on reclaimed upland sites in the Tie -Across Haul Road <br />corridor of the Seneca II-W mine (Permit No. C-82-057). Lowland reclaimed sites will be <br />compared to the meadow reference area also established for Tie -Across Haul Road reclamation <br />success evaluations. Portions of the discussion of these reference areas have been <br />extracted from Tab 10 of the Seneca II-W permit and are included herein as Attachment 20-2 <br />Their locations are shown on Figure 20-1. Hayden Gulch Terminal, Inc. is authorized by <br />Seneca coal Company to use these two reference areas for success evaluations. The <br />vegetative cover in the upland or lowland rangeland reclaimed areas will be considered <br />acceptable if it is not less than 90 percent of the cover in the appropriate reference area <br />with 90 percent statistical confidence. The lowland revegetated areas will be restricted to <br />reclaimed areas in and adjacent to Dry Creek. <br />Production. Revegetation success for production in dryland pasture areas will be evaluated <br />by comparing the herbaceous production from the adjacent comparison sampling area described <br />in the cover discussion above to the herbaceous production from the dryland pasture. Data <br />will be collected by random sampling to statistical adequacy. Grazing exclosures will be <br />placed as necessary. Production will be considered acceptable when the herbaceous production <br />comparison standard is not less than 90 percent of the reclaimed dryland pasture herbaceous <br />production with 90 percent statistical confidence. <br />in the improved pasture (subirrigated/irrigated) revegetated site, successful revegetation <br />for production will be determined by comparing herbaceous production in the reclaimed area <br />to the herbaceous production determined from the comparison sampling area described for this <br />type under cover. Random sampling and statistical adequacy for data collection will be <br />applied. Grazing exclosures will be placed as necessary. Production will be considered <br />acceptable when the herbaceous production comparison standard is not less than 90 percent of <br />the reclaimed improved pasture production with 90 percent statistical confidence. <br />Successful revegetation for production in rangeland reclaimed areas will be determined by <br />comparing the herbaceous production from the appropriate reference area (as described above <br />in cover for these types) to the herbaceous production in the upland or lowland rangeland <br />reclaimed areas.
