4 <br /> e) Middle Pyeatt appeared dry at the time of inspection. <br /> f) Coyote,the large MSHA pond was dry. The Coyote Spring was discharging clear water <br /> at the time of inspection. <br /> g) Middle Flume#3 held clear water and appeared full at the time of inspection. The pond <br /> was not discharging. <br /> h) East Flume Pond appeared dry at the time of inspection. <br /> i) East Middle Flume#1 Pond held water and was not discharging at the time of inspection. <br /> j) The No Name system was discharging clear water at the time of inspection. <br /> k) East Buzzard Pond appeared dry at the time of inspection. <br /> 1) Water monitoring wells at the west end of the site have been completed. The higher <br /> phreatic surface in the landscape compared to the completion elevation is causing the <br /> casing in two of the wells to fill with water, causing a freeze issue as the weather turns, <br /> (Photo 1). The operator is exploring a solution to this situation. <br /> TOPSOIL—RULE 4.06 <br /> Removal 4.06.2; Substitute Materials 4.06.4(4),- Storage and Protection 4.06.3,-Redistribution 4.06.4 <br /> o No instability or rilling were noted on the observed topsoil piles. Piles appeared to be marked <br /> appropriately and well vegetated. <br /> o Topsoil depths were planned to be measured. This did not occur because a fraction of planned <br /> topsoil placement has been completed for the 2020 field season at the site. <br /> o The Division would like to see additional topsoil and seeding completed while the soil is dry so <br /> as to create the most advantageous seed bed for future vegetation establishment. <br /> o Topsoil pile at the water monitoring wells at the Coyote Dam site should be seeded this autumn <br /> (Photo 2). <br /> USE of EXPLOSIVES—Rule 4.08 <br /> General Requirements 4.08.1;Pre blasting survey 4.08.2;Public Notice of Blasting Schedule 4.08.3; <br /> Surface Blasting Requirements 4.08.4;Records of Blasting for Surface Coal Mining 4.08.5; <br /> Seismographic Measurements 4.08.6 <br /> A blast was not observed during this inspection. Blasting records were checked and no issues were noted. <br /> BACKFILL and GRADING—RULE 4.14 <br /> o No backfilling and grading operations were observed taking place at the time of inspection. <br /> o Backfilling and grading appears to be stalled at the time of inspection as numerous benches exist <br /> awaiting backfilling and grading. <br /> o Reclamation consists of benching overburden hauls. At the time of inspection a significant area <br /> of benching was observed. In past inspections at this time in the field season, Trapper is actively <br /> backfilling and grading to achieve AOC while the slopes and material to be placed are dry in order <br /> to stabilize slopes against erosion during autumn or and spring precipitation and runoff events. <br /> o The Division would like to see additional regrade completed before winter weather creates safety <br /> issues or saturates the material with potential consequences for the quality of future reclamation. <br /> This was discussed with Mr. Roberts over the course of the inspection. <br /> RE VEGETATION-Rule 4.15 <br /> General Requirements 4.15.1; Use of Species 4.15.2, Grazing 4.15.5 <br /> o Reclamation and revegetation appeared to be stalled regarding topsoil and seeding, as a fraction of <br /> area anticipated for topsoil and seeding in 2020 appears to have been completed. <br /> o The Division would like to see additional topsoiling and seeding completed before winter weather <br /> saturates the material, compacting and clumping the seedbed if layed down wet and potentially <br /> Number of Partial Inspection this Fiscal Year: 2 <br /> Number of Complete Inspections this Fiscal Year: 1 <br />
