Topsoil pile at the water monitoring wells at the Coyote Dam site should be seeded this
autumn.
2. An increased effort to complete additional topsoil and seeding should be made over the
course of autumn 2020.
3. An increased effort to complete additional backfilling and grading should be made over
the course of autumn 2020.
INSPECTION
GENERAL MINE PLAN COMPLIANCE:
Activities in the L and N pits were observed and appear to be progressing as permitted. The recently
completed water monitoring wells were visited at the Coyote Dam site. The Queen Anne is operating
casting spoil in the N pit. The pit floor has been reached. A small amount of water was observed in the
north west corner of the excavated area. The water appears to be related to a spoil spring above and to the
south of the pit. The remainder of stripping in the north section of N pit was being completed at the time
of inspection. One dragline was operating, casting spoil in the L pit; and one dragline was idle. Ash, coal
and overburden were being hauled. Haul roads were in good repair and being watered at the time of
inspection. A blast was not observed. Blasting and permit records were checked. Contemporaneous
reclamation: backfilling, grading and topsoil placement appears to be stalled as no significant activities
have occurred since the August inspection and over the course of the 2020 field season, leaving
considerable open ground going into winter with potential negative impacts to the pond system below.
Number of Partial Inspection this Fiscal Year: 2
Number of Complete Inspections this Fiscal Year: 1
