LURAi SiLtIER Xlr Es
The Permit Area will not be disturbed as part of the non-time critical cleanup project proposed in
Governor Basin that is being managed by the USFS. Because this structure is part of an
operating permit, it is not included in the area targeted for cleanup.
h. Table L-2 indicates the total cost for structure removal and demolition of facilities to be
$32,000.00 however the Cost Summary Page of the Reclamation Cost Estimate included in the
revision totals$108,596.30 to Demolish and dispose of buildings and debris. Please clarify this
discrepancy.
OSMI Response: There is a discrepancy in the buildings listed on Table L-2 versus what was
included in the Reclamation Cost Worksheets. L-2 shows the demolition costs associated with
buildings and did not include all the hauling and disposal costs or other debris removal costs that
are included in the Demolition Cost spreadsheet. In addition, there are structures in L-2 that were
not captured in the worksheet. The two tables have been modified so that they are now
consistent. Revised Table L-2 and Revised Demolition cost estimate tables are included in
Attachment 3.
i. The Reclamation Cost Estimate included in this revision specifies in the Bulldozer Work
section that the total volume of topsoil to be spread is 14,901 Cubic Yards, however the narrative
states the required volume of topsoil to be 4,001 Cubic Yards. Please clarify, in addition to Item
4 of this review, the volume of topsoil required for reclamation and the equipment needed for the
handling and placement of the topsoil.
OSMI Response: The original permit application specified 14,901 cubic yards of topsoil, which
assumed covering all disturbed areas with at least 12 inches of topsoil. As part of TR-11, Ouray
Silver modified its top soiling program to achieve post-reclamation features that blend with the
native landscape. As a result, the amount of topsoil required to cover select areas on the TSFs to
a minimum depth of 6 inches was recalculated to be 4001 cubic yards. The reclamation cost table
/Bulldozer Work has been updated to reflect the new topsoil estimate of 4001 cubic yards. The
equipment needed to handle and place the topsoil during final reclamation includes standard
typical loaders, dozers or other readily available equipment. No specialized equipment will be
needed.
DRMS Comment:As part of this revision the Division will be conducting a reclamation cost
estimate update in an effort to ensure the Financial Warranty for the site adequately reflects the
current costs of fulfilling the requirements of the approved Reclamation Plan, the Act and the
Rules. Some details of that estimate will be derived from your response to this review; however,
some items still need to be specified. Please clam the following items to ensure the most
accurate reclamation cost estimate update possible.
I. Do any of the structures listed in Section 3.3 of the revision require a crane for removal during
reclamation or can the tasks be accomplished with a CAT 365C hydraulic Excavator or
equivalent?
8 1 P a g e
