Compliance With Mine Plan <br />N - Support Facilities Not On-site <br />N - Other <br />N - Special Categories Of Mining <br />N - Processing Waste <br />R - Topsoil <br />COMMENTS <br />This was a Division partial inspection at the Colowyo Mine conducted by Zach Trujillo of Colorado Division of <br />Reclamation, Mining and Safety (Division). Tom Medlin of the Office of Surface Mining and Reclamation <br />Enforcement (OSM) and Tony Tennyson representing Tri-State Generation and Transmission Association (Tri- <br />State) accompained the inspection. The focus of this inspection was for bond release as requested through <br />Colowyo's SL -19 (Phase II) application. A total of 281.4 acres is being requested for Phase II bond release in East <br />and West Pit along with areas associated with reclaimed support facilities. <br />REVEGETATION — Rule 4.15 <br />Vegetative Cover; Timing: <br />Revegetation of the requested Phase 11 parcels were inspected. The parcels inspected were GF01, EP058, EP059, <br />EP060, WP021, WP022, WP023, WP024, and WP025. Each parcel was walked through and inspected and were <br />well vegetated. A portion of EP059 was observed to have limited vegetation along the northern facing slope. This <br />area is not representative of the total reclamation parcel. During the August 2020 inspection, a large concentration <br />of thistle was observed in reclamation parcel WP021. This area was measured and is approximately 10.5 acres and <br />has been sprayed prior to the noted inspection. After discussions with Colowyo, this area will be removed from the <br />SL -19 application. Any other noxious weeds encountered throughout the SL -19 areas were dead from spraying <br />activities performed earlier in the year and not in concentrations worth noting. No signs of major erosion was <br />observed. <br />Colowyo has provided a vegetation cover analysis and sedimentology demonstration to show successful <br />reclamation per Rules 3.03.3(b) and 4.15.8(3) for Phase 11 bond release. <br />
