Much of the <br />smoke in the air from wildfires elsewhere in the state had dispersed, though the air was stil slightly hazy. Frank <br />met the inspector on site partway through the inspection. COVID-19 protocols were followed. <br />BACKFILL and GRADING — Rule 4.14 <br />Contemporaneous Reclamation 4.14.1; Approximate Original Contour 4.14.2; Stabilization of Rills and Gullies <br />4.14.6: <br />Over time, and after irrigation, the irrigated pasture is experiencing settling. For the most part, this has not <br />resulted in low areas that pond in the field. The inspector came across a low spot on the west side of the irrigated <br />pasture that was pooling water. This low spot is on the east side of Pond 002 Overburden stockpile. The <br />estimated size is about 15 foot by 20 foot. The retained water is only a few inches deep. (Photo 8). Once the <br />irrigated pasture is harvested and dried out, this low spot should be graded (or filled with material) to keep this <br />spot from pooling in the future. Until then, this pooled area should be breached to allow the trapped water to flow <br />towards Pond 002. Walking north from the pooled area, the inspector located down cutting of the replaced topsoil. <br />(Photo 9) Assuring the runoff can drain freely may alleviate gully formation in this area. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; Drainage — Acid and <br />Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />Tail water runoff from the irrigated pasture (Garvey field) drains predominately to the south. This tail - <br />water has concentrated and previously created rilling across the regraded facilities area at the south end of the <br />permit. The operator had installed heavy duty silt fence in sections where the tail -water ran off the topsoiled field <br />in July. These silt fences have held up well over the last month and had proven very effective in settling out <br />sediment. (photo 5) A small segment of the silt fencing has undercut. (photos 1 & 2) The ends of the silt fencing <br />is well anchored into the slope and there was no side -cutting around the silt fencing.
