COLORADO
Division of Reclamation,
Mining and Safety
Department of Natural Resources
September 4, 2020
Kurt Blunt
Blue Mountain Energy, Inc.
3607 County Rd. 65
Rangely, CO 81648
RE: Deserado Mine, C-1981-018
Minor Revision No. 178 Preliminary Adequacy Review
Dear Mr. Blunt,
The Colorado Division of Reclamation, Mining and Safety (the Division) received the
Deserado Mine's submittal of Minor Revision No. 178 (MR -178) on August 25, 2020.
The Division has completed its preliminary adequacy review of the application and has
the following comments:
Rule 4.05 and 4.10.3 — Hydrologic Balance and Water Control Measures
Hydrology for RP -A and Pond (Illustration 59)
1. Please update the SEDCAD model to reflect the additional 12.16 acres of disturbance for
the proposed subsoil and topsoil piles. Per Rule 4.05.6(3); which states, "In determining
the runoff volume, the characteristics of the mine site and reclamation procedures and on-
site sediment control practices shall be considered." It is the Division's opinion that an
additional 12.16 acres of disturbance is significant enough to possibly impact the runoff
in the modeling results.
2. OR: Please provide a design drawing, or update Map 162, illustrating how runoff and
sediment from the piles will be captured using sediment traps or other sediment and
erosion control practices. As appropriate, text in the PAP should be updated.
This concludes the Division's preliminary adequacy review for the Deserado Mine's
Minor Revision No. 178 Application.
