COLORADO <br />Division of Reclamation, <br />Mining and Safety <br />Department of Natural Resources <br />September 4, 2020 <br />Kurt Blunt <br />Blue Mountain Energy, Inc. <br />3607 County Rd. 65 <br />Rangely, CO 81648 <br />RE: Deserado Mine, C-1981-018 <br />Minor Revision No. 178 Preliminary Adequacy Review <br />Dear Mr. Blunt, <br />The Colorado Division of Reclamation, Mining and Safety (the Division) received the <br />Deserado Mine's submittal of Minor Revision No. 178 (MR -178) on August 25, 2020. <br />The Division has completed its preliminary adequacy review of the application and has <br />the following comments: <br />Rule 4.05 and 4.10.3 — Hydrologic Balance and Water Control Measures <br />Hydrology for RP -A and Pond (Illustration 59) <br />1. Please update the SEDCAD model to reflect the additional 12.16 acres of disturbance for <br />the proposed subsoil and topsoil piles. Per Rule 4.05.6(3); which states, "In determining <br />the runoff volume, the characteristics of the mine site and reclamation procedures and on- <br />site sediment control practices shall be considered." It is the Division's opinion that an <br />additional 12.16 acres of disturbance is significant enough to possibly impact the runoff <br />in the modeling results. <br />2. OR: Please provide a design drawing, or update Map 162, illustrating how runoff and <br />sediment from the piles will be captured using sediment traps or other sediment and <br />erosion control practices. As appropriate, text in the PAP should be updated. <br />This concludes the Division's preliminary adequacy review for the Deserado Mine's <br />Minor Revision No. 178 Application.
