1.0 PHASE II BOND RELEASE <br />This application for Phase II bond release of applicable Trapper Mine lands is submitted in accordance <br />with the Colorado Division of Reclamation, Mining and Safety (DRMS) Rule 3.03 (Release of Performance <br />Bonds) and Guideline Regarding Selected Coal Mine Bond Release Issues of April 18, 1995. With this <br />submittal, Trapper is proposing to release 175.0 acres of land from Phase II bond liability as outlined on <br />Map 1.0. This includes Range Sites A and B rangelands that were regraded, retopsoiled and reseeded in <br />accordance with Trapper's approved permit document (C-1981-010) during 2014 through 2016 in <br />Ashmore, Flintlock, East Flintlock (Z), and Kimber pits. Specific parcels include A -B-14, A -B-16, F -A-16, <br />K -A-16, Z -A-14, Z -A-15 and Z -AB -16. <br />1.1 Bond Release Parcels Management and Reclamation Histories <br />Appendix 1 provides a one-page summary of the management and reclamation history of each reclaimed <br />parcel proposed for Phase II bond release with this application. Also included in Appendix 1 is a listing of <br />seed mixtures that were used to reseed each listed reclaimed parcel. These seed mixture summaries <br />were taken from applicable annual reclamation reports and are placed in Appendix 1 so that they can be <br />cross-referenced to individual reclaimed parcel history sheets. <br />Information included with each reclaimed parcel history sheet is parcel designation, acreage, regrade <br />history, topsoil replacement history, seedbed preparation history and seeding history. Where applicable, <br />husbandry and management practices that have occurred subsequent to initial revegetation are <br />described. <br />
