Nothing in the permit would prohibit this practice. Based <br /> upon the limitations of topsoil/plant growth material (pgm) at the King I mine area, addition of organic <br /> material to the soil/pgm would be beneficial. Observation of the King I topsoil pile indicates that <br /> establishing a temporary vegetative cover on the topsoil stockpile has been challenging.
