(AI) is currently obligated to submit a geotechnical addendum to the annual
report submitted to the DRMS, as noted in the site's November 21, 2019 inspection report. This report is due
the DRMS on the quarries anniversary date, September 12, 2020. While not historically required for this site, it
is AI's understanding that the DRMS is implementing this requirement for all hard rock quarries within
Colorado.
While the quarry has been kept in active status, significant highwall development has not occurred since 2003.
During this time, the highwall, while not specifically evaluated for stability, has remained stable with respect to
overall global stability, mass sliding, mass toppling, and mass wedge kinematic events. A detailed geotechnical
stability analysis will allow for quantification of site wide potential and provide insight to necessary and
specific morning and/or stabilizations, if necessary.
As you are all aware, the COVID-19 pandemic has had an impact on AI's operations. Al is hereby requesting
an extension to submit the Geotechnical Addendum to the Deer Creek Quarry annual report until Q 1, 2021. If
this is approved, Al would commit to the having the field work portion of the project complete shortly after the
New Year holiday, weather and site conditions permitting. The report would be submitted several weeks after
completion of the field work. Additionally, our regional manager for Land and Environment, Jeremy Deuto
PE, PG, will travel to the quarry by September 10, 2020 to perform a visual evaluation of the highwall
conditions. Mr. Deuto has evaluated our Morrison Quarry highwalls (among many other mines)with respect to
global and kinematic stability since 2006, and is well versed in slope stability evaluations. Mr Deuto will
submit a brief memorandum documenting his evaluation by the site anniversary date, September 12, 2020.
Delivering Value A member of the Holcim Group
