The difficulty was due to not having access
in the case of the Francis #2 Irr well in June as there was maintenance being performed by a
contractor at the time of measurement; difficulty in July at the Hoffner#2 Irr and Bliss Irr being the
pumps were running so a level probe could not be placed down the well and also the reading would
be erroneous showing drawdown rather than the static water level.
The first part of August AgPro sent out letters to each land/well owner stating that the normal
monthly readings/measurements would be taken on the 2"d Thursday of every month between 8:00
AM and 2:00 PM and asked that someone be available to shut off any pumps so that the
readings/measurements could be taken. After the notifications went out prior to sampling in August
AgPro had the same issues with the Hoffner #2 Irr and Bliss Irr wells not being shut down to take
readings/measurements. AgPro contacted the tenant farmer for both wells (Mr. Giesick) and he
indicated he would not be shutting them down for some time. AgPro asked when for each well and
Mr. Giesick indicated this week for Hoffner #2 Irr and not until sometime in September for the Bliss
Irr. AgPro went to the Hoffner #2 Irr last week and it was still running so they could not get a
reading.
AgPro used a historical average for the average depth to groundwater from the ground surface to
determine if the trigger level has been met for the monthly readings that started in May of 2020
after TR-5 was approved. The historical average is calculated by taking each reading for the
previous months and doing a running average for the depth to groundwater from the ground
surface. Since 12 months of data have been collected it is the 12 readings added together and then
