Cultural and Historic Resources - Rule 2.04.4 and 2.05.6(4) <br /> Cultural and historic resources are discussed in Section 2.04.4 of the permit application packet <br /> (PAP). Records from the Historic Buildings and Sites file of the Colorado Historical Society and <br /> the Archaeological Survey file of the Office of the State Archaeologist were reviewed for pre- <br /> viously recorded sites. No evidence was found indicating the existence of known sites in the <br /> vicinity of the mine. An archaeological reconnaissance was also conducted. Field studies, <br /> laboratory operations, and report preparation were completed by an archaeological team from <br /> Fort Lewis College in Durango, Colorado. This report can be found in Exhibit 10 of the permit <br /> document. No sites were found as a result of the field study. <br /> Additional surveys for Jumbo Mountain were completed by Western Cultural Resource <br /> Management, Inc. (WCRM, Inc.) during October and November 1993. Map 7A shows the areas <br /> surveyed during the field reconnaissance. A literature search was conducted by WCRM, Inc. in <br /> September 1993. That search identified 15 cultural resource reports. Those reports are listed in <br /> Exhibit I OA. Exhibit 1 OB contains the results of the survey. Exhibit 11 contains clearance <br /> documentation from the State Historic Preservation Officer (SHPO). <br /> A Class II Cultural Resource Assessment was conducted by Metcalf Archeological Consultants, <br /> Inc., with the results of the assessment contained in a report dated January 1995. This report was <br /> submitted with PR-6 and is contained in Exhibit 1 OC. The SHPO was contacted by the Division <br /> on August 21, 1995, and the SHPO indicated concurrence with the submittal. <br /> The SHPO indicated in a letter to the Division dated October 5, 2007 that the Deep Creek Ditch <br /> was found to be ineligible for the National Register of Historic Places in 1996. The SHPO <br /> indicated in a letter to the Division dated September 8, 2008 that one cultural resources site had <br /> been recorded in the PR-14 project area. The site had been recommended as not eligible for <br /> listing in the National Register of Historic Places, but adverse effects to this site should be <br /> avoided until the site can be reevaluated and officially determined if it is eligible for listing. The <br /> letter was forwarded to MCC who acknowledged existence of the site by email on September 25, <br /> 2008 (PR-14 file). MCC has committed to stopping work wherever cultural or archaeological <br /> resources are discovered during surface disturbing activities until the SHPO can provide <br /> consultation(Section 2.04.4 of the permit application). <br /> The State Historic Preservation Office indicated in a letter to the Division, dated February 15, <br /> 2011, that a finding of no historic properties affected is appropriate for Permit Renewal RN-6 <br /> because no new surface disturbance is proposed. <br /> A Cultural Resource Survey was conducted by ERO Resources Corporation of Durango, CO, for <br /> the lands added to the permit area with PR-15. The survey was negative for cultural resources <br /> within the area of potential effect, and a determination of"no historic properties affected"was <br /> recommended.
