III. Hydrologic Balance - Rule 4.05 <br /> A. Water Quality Standards and Effluent Limitations <br /> The Division proposes to grant a small area exemptions from use of sediment <br /> ponds due to the limited size of the area and due to the fact that ponds and <br /> treatment facilities are not necessary for the drainage to meet the effluent <br /> limitations of Rule 4.05.2 and applicable State and Federal water quality <br /> standards for receiving streams and also due to the fact that no mixing of <br /> surface drainage with a discharge from underground workings will occur. The <br /> small areas to be exempted are located on the north side of road A. They <br /> include the office area and two warehouse/boneyard areas (4.05.2(3)(b)(i)). <br /> B. Diversions and Conveyance of Overland Flow <br /> Twenty-three permanent postmine drainages have been constructed on the <br /> reclaimed Seneca II Mine. The channels are in various stages of bond release <br /> and have been constructed to their approximate original natural pattern for <br /> minimizing erosion, conserving soil moisture and promoting vegetation. <br /> Channel SCIIPM-1, the inlet to Pond 002, is a permanent channel draining a <br /> watershed greater than one square mile and is designed for a 100 year, 24 hr <br /> storm event. <br /> Thirteen permanent stock ponds are on the reclaimed lands of Seneca II Mine <br /> that were transferred to the PSCM permit. These were approved with TR35 to <br /> the Seneca II Mine permit. <br /> C. Sedimentation Ponds <br /> Sediment ponds to treat disturbed area runoff are Pond 002, PeCoCo <br /> Impoundment, Pond 003, and Pond 004. The Division approved these ponds <br /> as permanent impoundments in TR37 to the Seneca II Mine permit. With the <br /> exception of the PeCoCo pond spillway, which has been converted to a single <br /> channel for primary and emergency spillways, PSCM does not propose <br /> additional modification to the ponds for the use in the PSCM operations. Pond <br /> 004 received Phase III Bond release with the approval of SL-4 in June of <br /> 2018. Pond 004 collects runoff as well as water from two long term spoil <br /> springs. These springs are sampled and regulated through the PSCM NPDES <br /> permit,but no longer regulated by the Division. <br /> D. Acid-forming and Toxic-forming Spoil <br /> The PSCM re-disturbed the Seneca II surface mine spoil during the <br /> excavation of the PSCM portal face-up area.
