1.0 INTRODUCTION <br />1.1 General <br />Cedar Creek Associates, Inc. (Cedar Creek) was contracted in 2019 by Mountain Coal Company, <br />LLC (MCC) to evaluate revegetated units for Phase II bond release at the West Elk Mine. Data <br />collection was performed in the interest of ascertaining progress toward revegetation success in <br />general accordance with Rule 3.03, Release of Performance Bonds. The revegetated areas evaluated <br />in 2019 consisted of bond release eligible lands comprising 93 reclaimed features of primarily <br />reclaimed mine ventilation borehole (MVB) pads and access roads that were seeded from 2011-2015 <br />(Map 1 and Table 1). These reclaimed features total approximately 41.6 acres and were sampled as <br />a single bond release block. <br />Field sampling for the directly measurable variable of ground cover was systematically <br />conducted within the bond release block on June 19, 2019 for low elevation sites subject to grazing <br />and June 29 — July 1, 2019 for the remaining sites. Field efforts in 2019 were conducted under the <br />direct supervision of Cedar Creek's Senior Reclamation Ecologist and Soil Specialist, Mr. Jesse H. <br />Dillon.
