the following section, Section B (2.07.6(2)(m)). <br /> Section B <br /> The following findings and specific approvals are required by Rule 4. <br /> I Roads Rule 4.03 <br /> The Yoast Mine will utilize three types of roads within the permit area. Haul roads, <br /> comprising Roads A, B, C, D, and B Extension, were used to haul coal from the active pit <br /> and to the Hayden Station or Hayden Gulch Loadout (Road A). There is one access road <br /> in the permit area, which was used to access the explosives storage area. A number of <br /> light use roads are used to gain access to sediment ponds, topsoil stockpiles, and <br /> monitoring locations. All roads within the permit boundary are depicted on Exhibit 12-1, <br /> "Operations Plan". Detailed information regarding road construction is located in Tab 13 <br /> of the permit application. The following findings applies to roads within the Yoast Mine <br /> permit area. <br /> A. Haul Roads <br /> Alternative criteria and specifications were used during the design of haul roads. These <br /> criteria and specifications are proposed for approval by the Division following an <br /> analytical demonstration that the roads will be environmentally sound, that they will have <br /> a minimum static safety factor of 1.3, and that reclamation can be achieved. The proposed <br /> criteria and specifications pertain to portions of Haul Road D as shown on Exhibits 13- <br /> 11.4 and 13-11.5 (4.03.1(1)(e)). <br /> The Division has previously approved the retention of Haul Roads A and B depicted on <br /> Exhibits 12-1, 13-10 and 13-11 since they are compatible with the approved post-mining <br /> land use. A request for their retention was submitted by all of the landowners. The haul <br /> roads were reduced to a width of twenty feet and associated disturbance was reclaimed <br /> (4.03.1(1)(f)(i)). <br /> II Support Facilities - Rule 4.04 <br /> Support facilities used in conjunction with the Yoast Mine included a coal stockpile area, <br /> shop, warehouse, bath house, explosives storage magazines and bins, power lines and a <br /> substation, and fuel storage tanks. All facilities were constructed to prevent damage or <br /> disruption of utility lines, water wells, railroads, and pipelines which may pass over, <br /> through, or under the permit area. All support facility structures have been demolished <br /> with the exception of the power lines and substation, which have been remained as <br /> permanent features. <br /> III Hydrologic Balance - Rule 4.05 <br /> A. Water Quality Standards and Effluent Limitations <br /> All discharges of water from the Yoast mine site from storm runoff and spoil springs will <br /> pass through a sediment pond designed to ensure that all discharges meet effluent limits <br /> in Seneca Coal Company's NPDES permit for the Yoast Mine. A storm water permit and <br /> Spill Prevention, Control and Countermeasure (SPCC)plan associated with the NPDES <br /> permit also dictate preventative and mitigation measures for ensuring that all water <br /> leaving the mine site meets applicable effluent limits. <br /> 14 <br />
