The coal refuse and waste rock material from <br /> PSCM has been considered in the design of the Foidel Creek Mine CRDA and is <br /> addressed in technical revision TR67 to permit C-1982-056 for that mine. <br /> IX. Coal Mine Waste <br /> Details of the expected waste produced by the mining operation are located in Section <br /> 2.05. Solid and liquid wastes generated from coal mining, maintenance, and related <br /> operations, will be collected in suitable temporary collection/storage containers for <br /> recycling or disposal. Generally, solid wastes will be collected in either steel roll -off <br /> bins or designated yard areas, until there are sufficient volumes to justify pick -up for <br /> recycling or disposal. Liquid petroleum wastes will be collected and stored in suitable <br /> drums or tanks within designed secondary containment areas, as appropriate, for pick - <br /> up and recycling. <br /> Sampling and analysis of geologic materials associated with the Wadge Coal Seam in <br /> the PSCM permit area, including the associated strata above and below the coal seam <br /> have little or no potential to generate acid - or toxic - forming refuse materials and have <br /> been shown to have suitable plant growth characteristics at the Seneca II Mine <br /> (overburden suitability discussion in Section 2.04.6). <br /> X. Backfilling and Grading <br /> Details of the backfilling and grading plan, the schedule, and post mine topography are <br /> located in Section 2.05.4(2)(c). The approved plan provides for reestablishment of a <br /> stable post-mining drainage system. <br /> All areas affected on the Seneca 11 Mine that were transferred to the PSCM, except <br /> those specifically exempted by the Division, were returned to approximate original <br /> contour. This includes the drainage channels which were returned to approximate <br /> original locations to help maintain appropriate downstream water rights. The spoil was <br /> cast by dragline into the adjacent open pit and compacted by the reclamation equipment. <br /> All spoils were graded, highwalls reduced and spoil piles and depressions eliminated <br /> except those depressions that existed prior to mining. Cut and fill terraces were not <br /> proposed at the Seneca 11 Mine. <br /> XI. Revegetation <br /> Information regarding revegetation practices and success criteria can be found in <br /> Section 2.05.4(2) and Exhibit 2.04.10-E1. Baseline data was collected in 2008. <br /> Baseline sampling was performed in accordance with the Regulations and was <br /> discussed with the Division prior to data collection. The data are supplemented by data <br /> from Seneca 11 Mine and Yoast Mine permit applications, collected since 1987. <br /> Seedbed preparation will include discing and/or contour ripping. Ripping will provide <br /> a rough surface for holding the seed, promoting moisture retention and root penetration, <br /> 19 <br />
