Permit Renewal Application No. 5 (RN-5)
Yoast Mine (Permit No. C-1994-082)

Dear Sir or Madam:

The Colorado Division of Reclamation, Mining and Safety is proposing to approve a renewal
application for coal mining and reclamation permit. The application was submitted by Seneca
Property LLC on February 5, 2020 for the Yoast Mine. In accordance with Rule 2.08.5(3)(b) of the
Rules and Regulations of the Colorado Mined Land Reclamation Board for Coal Mining, we are
providing notice of this proposed decision.

Any person with an interest which may be adversely affected by the proposed decision may request
a formal hearing before the Mined Land Reclamation Board within 30 days of the first publication
of the public notice by the Division in the Colorado Mountain News Media -Steamboat Pilot.

The surface mine is located approximately 7 miles Southwest of Hayden, Colorado. The permit area
is further described as follows:

T6N, R87W, Portions of Sections 28, 29 and 32
T5N, R87W, All of Section 17; Portions of Sections 5, 8, 16, 18, 19, 20, 29, 30

Copies of the renewal application are available for public review in the Division offices at the above
address and at the Hayden Public Library, 201 E. Jefferson Avenue, Hayden, CO 81639. A Copy of
the Division's “Proposed Decision and Findings of Compliance” is available at Routt County Clerk
and Recorder, P.O. Box 773598, Steamboat Springs, CO 80477 and at the Division offices.
