These emails contained a variety of attachments including letters to off-site well owners, and
raw data tables for on and off-site water level monitoring. No cover letter or discussion of the data submitted
was provided. DRMS notes that data was not provided for two off site locations identified in TR05 for monthly
water level monitoring, specifically, the Hofner#2, and the Bliss irrigation wells were not measured in July or
August. Please describe/detail the attempt(s) made to collect data from these locations, and provide a rationale
for why these locations were not measured as required by the approved water level monitoring plan as approved
in TR05 no later than August 30, 2020. A discussion of the trigger levels for off-site wells, specifically, how
they were obtained/derived and how they address the agreements with the well owners, would also be useful.
Continued failures to monitor all locations as approved in TR05 may result in enforcement by DRMS for failing
to comply with the approved monitoring plan. Therefore, you may wish to modify the existing water monitoring
plan through the technical revision process to account for potential deviations from the previously approved
plan, or to provide additional specific information as necessary.
All future groundwater level monitoring submittals should provide at least the following information:
1)Map of all onsite and offsite monitoring locations as approved in the water monitoring plan
2)Discussion of data collected including any observed trends, if trigger levels have been exceeded or not, and
any additional relevant site information such as site dewatering pumping dates and rates which may assist in
data interpretation
3)Any deviations from the approved plan and why, including attempts to resolve monitoring issues
OF LOCO
1313 Sherman St. Room 215 Denver,CO 80203 P(303)866-3567 F(303)832-8106 https://colorado.gov/drms O
Jared Polis, Governor I Dan Gibbs, Executive Director I Virginia Brannon, Director
*876 4L
