August 12, 2020 C-1981-019/Colowyo Coal Mine ZTT <br />Thistle patch. <br />SLIDES and DAMAGE - Rule 4.12: <br />Rill repair work was observed within reclamation parcel WP021. <br />Minor rills were observed along the southern facing slope of the East Pit along the Final East Pit Ditch drainage. <br />TOPSOIL — Rule 4.06 <br />Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4: <br />As stated earlier, the primary focus of this inspection was topsoil depth verification with reclamation parcels <br />associated with the Colowyo SL -19 Bond Release Application. A total of nine reclamation parcels were inspected <br />for topsoil depths (EP058, EP059, EP060, WP021, WP022, WP023, WP024, WP025, and GFO1). Colowyo is <br />approved for variable topsoil depth placement and as per Colowyo's PAP, "Topsoil will ... ... be redistributed and <br />graded to a variable replacement depth following the general rule of thin topsoil (<6) inches on ridge tops to <br />gradually thicker topsoil moving down the slopes to the drainage bottoms for the grazing land use targeted areas. <br />Sagebrush Steppe areas will ideally receive an average of approximately 4 inches of topsoil that will likely be <br />more uniform application to encourage proper seeding depth and overall shrub establishment conditions." Depths <br />measured by the Division verified that depths generally increased from higher locations along ridges to lower <br />areas within the associated drainages. All topsoil verification holes were dug to a minimum of 9 inches or until <br />topsoil was no longer visible.
