August 12, 2020 C-1981-019/Colowyo Coal Mine ZTT <br />EXPLOSIVES — Rule 4.08 <br />Distance Prohibitions 4.08.4; Warnings 4.08.4; Control of Adverse Effects 4.08.4: <br />A blast was observed within the South Taylor Pit at approximately 12:00 PM. The blast was observed from the top <br />of the South Taylor Temporary Spoil Pile. Due to the high wind speeds at the peak of the pile, audible sirens were <br />hard to hear and so timing between were not inspected. The blast was a cast blast that moved overburden into the <br />lower portions of the pit. No issues were observed with the blast. <br />FISH and WILDLIFE — Rule 4.18: <br />Pronghorn was observed throughout the site. <br />HYDROLOGIC BALANCE -Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />The Collom Ponds: Coal Stock Pile Pond, Section 25, Middle, Section 36, Section 26 and Sidehill Ponds were <br />inspected. All ponds held minimal water or were dry. Section 36 pond had sediment levels up to the weep hole of <br />the primary discharge. Section 36 Pond is the first of a series of three sediment pond and any discharge from the <br />Section 36 pond will then flow into the Middle and Section 25 ponds before final discharge. <br />Taylor, Taylor Trib. and East Taylor Ditches were inspected with no issues. <br />The Collom Pile Collector Ditches were also inspected. The ditches included D-1, 2, 3, 4, 5 and 6. Each ditch <br />appeared stable with no issues observed. <br />Most ponds held minimal water with no discharge or were dry. Embankments were stable and no issues were <br />observed. <br />Water was observed within the Finial East Pit Ditch stock tanks however no discharge was occurring and the ditch <br />itself was dry and stable. <br />Number of Partial Inspection this Fiscal Year: 1 <br />Number of Complete Inspections this Fiscal Year: 1 <br />Page 3 of 10 <br />
