Basil Bear of Wolverine Fuels <br />(parent company of Bowie Resources, LLC, aka BRL) was at the Bowie No. 2 Mine, and he did not participated in <br />the field inspection. He was not present for the records check in the BRL office because of social distancing due <br />to the Covid-19 disease. <br />The weather was hot and clear, and the ground was dry. Some of the site was only viewed from afar (e.g., West <br />Mine and reclaimed Ponds 3 and 4), as that was sufficient to detect major problems. The on -the -ground portion of <br />the inspection was approximately three hours long, in the morning. The records check was performed later in the <br />afternoon, after the Bowie No. 2 Mine was inspected. <br />AVAILABILITY OF RECORDS — Rule 5.02.4(1): <br />The records were found to be very well organized and mostly complete, although the most recent DRMS <br />inspection report and the second quarter 2020 rill and gully survey were not found in the DRMS records binder. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />The ponds at the loadout, the Coal Storage Area (near loadout), and at the West Mine were dry, and no problems <br />were identified with these ponds. The primary spillway at the loadout pond appears to be functioning, although it <br />is difficult to see in the pipe. <br />The erosion control BMPs below the Refuse Disposal Area are functioning.
