Cripple Creek&Victor Gold Mine <br /> Valley Leach Facility 2 Phase 3 ■ <br /> Detailed Design for Permitting,Revision 1 <br /> NewFields Project No.475.0106.033 <br /> July 2020 <br /> The quality of the construction for the VLF2 Phase 3 expansion is an important aspect of this <br /> project. Qualified personnel under the supervision of an experienced professional engineer <br /> registered in the state of Colorado will be on site to observe and/or provide testing for all aspects <br /> of the construction, included but not limited to: <br /> > Vegetation and soil removal, <br /> > Subgrade preparation, <br /> > Fill placement, <br /> > Leak Detection System installation, <br /> > Soil Liner Fill placement, <br /> > Geomembrane installation, <br /> Placement of Low Volume Solution Collection Fill <br /> > Installation of the Low and High Volume Solution Collection Pipes <br /> > Placement Drain Cover Fill. <br /> It should be noted that mine placed pit backfill materials prior to construction of the VLF <br /> composite liner are considered to be out of the scope of this project, and is not considered a <br /> feature of the overall Environmental Protection Facility as described in the Environmental <br /> Protection Plan (Exhibit U) of the Amendment 13 submission. However, NewFields will provide <br /> a qualified person to periodically inspect the backfill operation to ensure it is completed in <br /> accordance with the specifications. Technical Specifications for the Phase 3 expansion are <br /> included in Appendix E. An as-built report summarizing the earthworks and geomembrane test <br /> results and locations will be compiled and certified by a professional engineer registered in the <br /> state of Colorado and will be provided to CC&V for submission to DRMS for acceptance. <br /> 4.2. Staged Construction <br /> The VLF2 Phase 3 will be constructed in three Stages: Stages A, B,and C.The staged construction <br /> will allow the mine to begin loading ore within the expansion area of the VLF prior to completion <br /> of the entire Phase. The limits of three proposed stages can be referenced on Drawing A06 and <br /> individual grading plans area shown on Drawings A07, 09, and A10, respectively. Prior to the <br /> construction of any stage, Issued for Construction (IFC) Drawings will be developed, and will take <br /> into account changes in field conditions, mine production,climate impacts,contractor availability <br /> etc. It is anticipated that any changes to the design and staging of the Phase 3 expansion will be <br /> minor and will not require additional permitting. <br /> Page 7 <br />
