This is actually preferred over a homogenous community, <br />however, it presents challenges when applying statistical formulas presented in Rule 4.15.10(2) <br />Seneca Properties presents the results of allowable herbaceous cover data sampling for 2015 and 2016 in <br />SL6 Table 2. Bond Release Block 3 (BRB-3) met sample adequacy in 2015 with 54.6% Allowable <br />herbaceous cover. Of the 5 reference area communities making up the acreage weighted reference area <br />standard, 4 met sample adequacy, but one, the steep mountain brush community did not. SP provided <br />calculations on the steep mountain shrub data set to documents its acceptability. Ninety percent of the <br />2015 allowable all -hit herbaceous cover for the acreage weighted reference area calculated to be 43.2%. <br />The bond release parcel BRB3, exceeded the 90% reference area standard, and is successful for 2015 <br />cover requirement. <br />1. Of note, Table 1, Table 2, Table 3 in the SL6 application are indicate that they refer to Bond <br />Release Block 3 (BRB-3), yet within the tables, they reference bond release block 1 (BRB-1). SP <br />needs to stay consistent with naming conventions to minimize confusion. <br />Bond Release Block 3 (BRB-3) met sample adequacy in 2016 with 48.4% Allowable herbaceous cover. <br />Of the 5 reference area communities making up the acreage weighted reference area standard, 4 met <br />sample adequacy, but one, the Western wheatgrass/Alkali Sagebrush community did not. SP provided <br />discussion on the Western wheatgrass/Alkali Sagebrush data set to documents its acceptability. Ninety <br />percent of the 2016 allowable all -hit herbaceous cover for the acreage weighted reference area calculated <br />to be 40.8%. <br />The bond release parcel BRB3, exceeded the 90% reference area standard, and is successful for 2016 <br />cover requirement. <br />2015 and 2016 herbaceous production data are presented in Tables 3 and 4 in the SL6 application. Sample <br />adequacy was difficult to achieve and was only met by 3 of the weighted reference area communities in <br />the 2016 sampling event. SP collected a minimum of 32 quadrats per parcel, in both 2015 and 2016. SP <br />provided acceptable calculations to document the acceptability of the 2015 and 2016 data for both the <br />BRB-3 reclaimed parcel and the acreage weighted reference area. Attachment F, Table C-4 was provided <br />to demonstrate the acceptability of the data. <br />2015 ninety percent of the acreage weighted production standard equals 613.1 lbs per acre. The 2015 <br />BRB-3 reclaimed area allowable herbaceous production was 1336.5 pounds per acre. This value is over <br />twice the required production success standard for 2015. <br />2016 ninety percent of the acreage weighted production standard equals 574.0 lbs per acre. The 2016 <br />BRB-3 reclaimed area allowable herbaceous production was 1375.2 pounds per acre. This value is over <br />twice the required production success standard for 2016. <br />The Division finds that herbaceous productivity for BRB-3 was successful for both 2015 and 2016. <br />
