July 29, 2020 C-1981-035/King Coal Mine JHB <br />PROCESSING WASTE/COAL MINE WASTE PILES — Rule 4.10 and 4.11 <br />Drainage Control; Surface Stabilization; Placement: <br />GCC is primarily working the lower (western) portion of the refuse pile. The haul road on the west side of <br />the lower refuse pile has recently received gravel application. The interface of the graveled roadway to the refuse <br />is quite rilled. This section needs some grading of the roadway. <br />As discussed in the hydrology section of this report, the southwest face of the upper refuse area needs grading to <br />direct runoff away from the face and to the south intercept ditch. <br />The eastern extent of the refuse pile was fine with no excessive run on from the undisturbed drainage located east <br />of the pile. <br />Joel Riggins located and provided copies of the quarterly Refuse pile inspection report, dated June 22, 2020, and <br />the Compaction report for the refuse pile, dated June 24, 2020. <br />ROADS — Rule 4.03 <br />Construction 4.03.1(3)/4.03.2(3), Drainage 4.03.1(4)/4.03.2(4), Surfacing and Maintenance4.03.1(5) and <br />(6)/4.03.2(5) and (6), Reclamation 4.03.1(7)/4.03.2(7): <br />GCC has not begun construction of the access road to the previously approved King III portals. <br />The Haul road at King II was being watered during the inspection. The roads at King 11 were in good condition <br />and did not require any additional maintenance. <br />The newly graveled haul road on the west side of King I has already been discussed and needs a minor amount of <br />grading where water ran over the road and created rills. <br />SUPPORT FACILITIES - Rule 4.04: <br />Both the King I and King 11 facilities areas were well maintained and in good condition. <br />TOPSOIL — Rule 4.06 <br />Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4: <br />Topsoil piles at King II have good vegetative cover. The north topsoil stockpile (north of the coal <br />stockpile has an infestation of Yellow toadflax on the southern face of the pile and berm.
