Mine Site Inspection <br /> Mine Name: Yoast Mine <br /> Permittee: Seneca Property, LLC <br /> Permit ID#: # C-1994-082 <br /> Inspection Date: July 22, 2020 <br /> Time: 7:30— 12:30 <br /> Inspection Type: SL-8 Phase II Bond Release Inspection <br /> Weather Conditions: Warm (60's - 70's), building cloud cover, diy ground <br /> Participants: <br /> Christine Belka: Office of Surface Mining Reclamation and Enforcement(OSMRE) #182 <br /> Miranda Kawcak, Seneca Property, LLC <br /> Robin Reilley: Division of Reclamation Mining and Safety (DRMS) <br /> Background/General Information <br /> Yoast is a non-producing, surface coal mine in Routt County in permanent cessation status. <br /> Ponds and access roads within the permit area remain intact and are approved to remain as <br /> permanent structures at the landowners' request. <br /> This was a partial Phase II bond release inspection associated with the eighth bond release <br /> application at the Yoast Mine,referred to as SL-8. No landowners were present, although all <br /> were notified and provided the opportunity to attend. The SL-8 application requests Phase 11 <br /> release on 193 acres. <br /> Rule: 4.03: Roads <br /> All un-reclaimed roads travelled were in good repair. Retained roads are approved to remain <br /> permanently at the landowners' request. Permanent roads have been reduced from their original <br /> size and are in good repair. No problems were noted with road surfacing or drainage. <br /> Rules: 4.05.5 and 4.05.6: Sediment Control Measures and Sedimentation Ponds <br /> Pond 10 was stable and discharging during inspection. Pond I IA in Parcel 6 is stable but the <br /> associated Drainage YPM13 in Parcel 88 exhibited minor downcutting above the surge pond. <br /> This will require stabilization under the approved rill and gully maintenance plan. <br /> The constructed drainage channel YPM20 running through Parcels 66, 67, and 68 is beginning to <br /> erode where it meets the access road,undercutting the exposed surface stabilization netting. <br /> Because vegetation is well established within the channel, removing the netting would cause <br /> more harm than good. However, the channel requires stabilization such as with rock armor on <br /> the steep undercut section. <br /> Ponds 12 and 12A were discharging during the inspection. Ponds 13 and 14 were stable and <br /> holding water but not discharging during the inspection. <br /> 1 1 Pa g e <br />
